The Change Management System is a subset of the Configuration Management System.

What is the difference between configuration control and change control?

Configuration control manages changes to the product (project deliverables) and the product baseline, while change control manages changes to the project and the project baseline. Configuration control is applied throughout the entire product lifecycle (concept through disposal), whereas change control is applied during the project lifecycle after project baselines are established.
